How thick should the core material be relative to the skins?

The “Golden Ratio” for sandwich panel design is that the core should be at least 10 to 20 times thicker than the face sheet. If your face sheet is 1mm aluminum, your core should be at least 10mm thick. Anything less than this, and the structure loses the “sandwich effect” and begins acting like a heavy, weak monolithic plastic sheet.
